It does, but it is hard to pull off... there are many jurisdictions in the desert and a lot of unmarked private land...

you have to watch out for BLM, Rangers, Sheriff, and land owners.

Desert events pop up few and far between these days...

for a desert party to not busted by the fuzz it can't be a "party". all the kidz that come out bring there tents and sleeping bags and you are camping with live music. all the local law can do is ask you to turn down the sound. (unless there is under age drinking and drug use right in front of em.)

Depends on whose property it is, or what classification of public property it is.

true that, the party we had going was on public land but our sound was pointing at private property. and we got the noise complaint and then "the trick" to staying outdoors without being set packing.
